To create this look on your eyes, you would apply your first few layers of eyeshadow like normal, then with a brush using foundation or concealer, apply this over the top of your eyeshadow in a semicircle shape, making sure to apply on the crease of your natural eyelid and above it. This gives the effect of having larger eyelids, and from that point, you can add on your eyeliner and lashes as usual.
